Research Administration staff are available Monday through Friday during the normal business hours of 8:00 a.m. – 5:00 p.m. Any questions and requests received after 5:00 p.m. on a given working day will receive a response during the next available business day.
If the sponsor deadline is after 5 p.m., the RA deadline for submission is no later than 5 p.m. that working day.
Minimum Requirements for a Proposal
- Notification of intent to submit a proposal to ECE and COE
- PINS record initiated by PI or Department Administrator with the minimum requirements:
- Solicitation (RFP, BAA, FOA, etc.)
- Budget breakdown by year with a cumulative total
- COE Blank Budget
- Sample COE Budget
- Budget Justification (narrative)
- Potentially Problematic Terms Questionnaire
- Project Personnel Form (when more than one PI is listed)
- Cost Share commitment documentation (if applicable)
- Documentation for F&A when it deviates from the federally negotiated rates (if applicable)
ECE Dept. Deadline
16 business days prior to due date
College of Engineering (COE) Deadline and Policy
8 business days prior to due date:
- Provide the college notice of your intent to submit a proposal
- PINS record initiated by PI or Department Administrator with the minimum requirements:
- Solicitation (RFP, BAA, FOA, etc)
- Budget breakdown by year with a cumulative total
- Budget justification (narrative)
- Cost Share commitment documentation {if applicable}
- Documentation for F&A when it deviates from the federally negotiated rates {if applicable}
4 business days prior to the due date:
- Ensure the college has at least 4 business days to submit a proposal.
- College receives the final proposal with permission to submit

Important Notes
- The department/PI are fully responsible for any problematic (submission errors) or financial & Administrative issues that may result from not following 8 Day / 4 Day policies.
- Proposals that do not follow the 8 Day / 4 Day policies, cannot get a thorough review, hence the college cannot guarantee a successful or proper submission.
- PINS records / proposals that do not follow the 8 Day/ 4 Day policies, will not be moved ahead of ones that followed the 8 Day / 4 Day policies.
