The Electrical and Computer Engineering Department at NC State has 54 tenured/tenure-track faculty members, over 950 undergraduate students, 500 Masters graduate students, and 250 doctoral graduate students. NC State ECE is the only department in the US whose faculty is leading two active NSF Engineering Research Centers (FREEDM and ASSIST). In addition, faculty members from the Department are leading the new $170M Next Generation Power Electronics Manufacturing Innovation Institute announced by President Obama in January of 2014. The total research expenditures of the Department in 2013 were over $27M, placing it 15th among all listed ASEE departments in 2013, and 9th among public departments. The Department is located in state-of-the-art facilities on NC State’s Centennial Campus, in the heart of the technology-rich Research Triangle metropolitan area.

About H. Troy Nagle, PhD, MD, PE

Dr. Nagle is Professor of Biomedical Engineering at UNC & NCSU, and Professor of Electrical and Computer Engineering at NCSU. He was the Founding Chair of the UNC-NCSU Joint Department of Biomedical Engineering from 2003 to 2009. He is Director of the NCSU Biomedical Instrumentation Laboratory, a facility for teaching and prototyping medical devices. Dr. Nagle is widely published in data acquisition and signal processing, is coauthor of textbooks in digital logic design and digital control systems, and co-edited a handbook on machine olfaction. In recent years, he has developed an electronic nose prototype and experimented with its use in food processing, environmental monitoring, and medical diagnostics. Dr. Nagle received the BSEE and MSEE degrees from the University of Alabama, the PhD degree (Electrical Engineering) from Auburn University, and the MD degree from the University of Miami School of Medicine. He is a Fellow of Institute of Electrical and Electronics Engineers (IEEE) and the American Institute for Medical and Biological Engineering (AIMBE). He served as IEEE President in 1994. He also served as Editor-in-Chief of the IEEE Sensors Journal from 2003 to 2009, and is currently President of the IEEE Sensors Council. He is co-founder of Premitec, Inc., a medical device company based on technologies developed at NC State University. He is a registered professional engineer.

1. Introduction

This rule describes the standards and procedures for reappointment, promotion, and tenure in the Department of Electrical and Computer Engineering and is supplemental to and consistent with the college rule and the university Academic Tenure Policy.

The mission of the Electrical and Computer Engineering Department, College of Engineering, and North Carolina State University includes teaching, research and extension/service.

Hereafter in this rule, “senior faculty” refers to tenured full professors, and “junior faculty” refers to tenured or tenure track assistant professors and tenured or tenure track associate professors.

2. Areas of Faculty Responsibility

ECE Department faculty members engage in activities associated with teaching, research, and extension/engagement and service. It is expected that ECE Department faculty will engage in teaching and mentoring students, research directed towards discovery and reporting of knowledge, extension and engagement with constituencies outside the university, and service in professional societies and within the university. It is expected that faculty will participate in a balance of these activities, the exact balance for individual faculty members will be described in their Statement of Mutual Expectations.

3. General Standards

Reappointment, promotion and tenure will be evaluated for each department faculty member with an appropriate and individual consideration across their responsibilities and with due consideration to total and effective service to the institution. Evidence of good teaching and research must accompany each positive recommendation for reappointment, promotion and tenure.

In general, the expectation is that each faculty member will progress in a timely manner from the potential (for promotion to Associate Professor) to the achievement (for promotion to Professor) of national or international recognition of the faculty member’s contributions in scholarship, leadership and service. The departmental voting faculty will consider the faculty member’s individual national and international recognition for scholarship and leadership. They will also recognize cumulative outstanding leadership within the university over an extended number of years that contributes to the national and international recognition of the department and university’s programs.

Ultimately, the judgment of individual departmental voting faculty members is paramount in an evaluation of a candidate against these standards. It is expected that positive recommendations for reappointment, promotion and/or tenure will have strong support from all votes cast by the departmental voting faculty. The department head makes an independent recommendation and may make a recommendation that is not consistent with the DVF vote. All cases will be reviewed carefully at higher university levels.

4. Standards for Reappointment as Assistant Professor

Reappointment at the rank of assistant professor requires that the individual is making satisfactory progress towards meeting the standards for promotion to the rank of associate professor with tenure.

5. Standards for Associate Professor with Tenure

Promotion to associate professor may only occur with tenure and will be evaluated for each faculty member with an appropriate and individual integration across the faculty member’s contributions relative to the faculty member’s negotiated Statement of Mutual Expectations. In general, the expectation is that a faculty member will have demonstrated the potential to achieve national or international recognition for the faculty member’s contributions in scholarship and leadership.

6. Standards for Professor

Promotion to the rank of professor will be evaluated for each faculty member with an appropriate and individual integration across the faculty member’s contributions relative to the faculty member’s negotiated Statement of Mutual Expectations. In general, the expectation is that a faculty member will have achieved national or international recognition for the faculty member’s contributions in scholarship and leadership. Cumulative outstanding leadership within the university, over an extended number of years, that contributes to the national or international recognition of university programs may be heavily weighed in lieu of the faculty member’s individual national or international recognition for scholarship and leadership.

7. Procedures for RPT Review

The ECE department shall review its faculty each year to determine which individuals should be considered for reappointment, promotion, and tenure. The department will review each junior faculty every year to determine if the candidate is making appropriate progress toward promotion to the next grade. The department head will give feedback to the junior faculty on this assessment each year. The department shall identify those individuals for whom a decision is mandatory and shall determine which other individuals should be officially considered for any of the above personnel actions. In addition, a faculty member may request in writing that his/her case be officially considered.

Department procedures will be consistent with the college and university procedures. The schedule of deadlines for dossier submission and DVF meetings will be set and communicated by the Department Head.

ECE Peer-Review-of-Teaching Process 

A peer-review-of-teaching protocol is followed to periodically evaluate the teaching of all faculty members. The reviews are designed to ensure that the quality of course delivery is maintained at a high level, and that if and when the quality of instruction needs to be improved, the faculty member involved receives detailed feedback that is intended to serve as a tool for improving the level of instruction. The procedure also serves a tool for identifying faculty members who excel as excellent and outstanding instructors.

Two committee members of the ECE Peer Review of Teaching Committee (raters) are assigned to each faculty instructor who is scheduled to be reviewed. The raters contact the instructor to discuss the instructor’s goals for the course, arrange lecture observation dates, specify the course materials to be collected (syllabi, course learning objectives, policies and procedures, handouts, representative lecture notes, assignments and tests, and grade distributions), and to arrange a time frame for review of the two rating forms.

After the raters each observe a lecture, they independently fill out the class observation forms. The raters also fill out a rating sheet corresponding to course materials. The course materials reviewed include assignments, tests, availability of course materials and representative student products.

The raters jointly draft a summary of their review, including the results of the class observation and course material forms, student course evaluations, and any other comments that are relevant. The draft summary is reviewed by the committee, and a draft is sent to the instructor to provide an opportunity for comment. A final copy of the summary is sent to the Department Head by the chair of the committee.

1. INTRODUCTION

This rule describes standards and procedures of the Department of Electrical and Computer Engineering for post tenure review of faculty. It supplements NC State University’s Academic Tenure Policy and Regulation on Post Tenure Review of Faculty. To the extent of any inconsistency, the Academic Tenure Policy and Post Tenure Review Regulation has precedence. The Department Head is responsible for assuring that the procedures set forth in NCSU REG05.20.04 – Post Tenure Review of Faculty and this Rule are followed.

2. POST TENURE REVIEW COMMITTEE (PTRC)

2.1 Selection

2.1.1 The PTRC shall consist of six full professors elected by the Departmental Voting Faculty (DVF) of the Department of Electrical and Computer Engineering. PTRC members will serve staggered three-year terms with at least two new members being elected each year. All full professors in the department are eligible to serve on the PTRC, unless they will be reviewed during the upcoming three-year term.

2.1.2 In any given academic year, the Department Head will choose the chair of the committee from one of the two members of the PTRC who is serving for his or her last year. The PTRC Chair must be familiar with the applicable policies and regulations and this rule.

2.1.3 The Department Head shall initiate the PTRC election at the beginning of the academic year by soliciting nominations during the first three weeks of the fall semester. The Department Head will provide a tentative PTR schedule for the current and following two years and indicate possible candidates for the PTRC. This schedule will not be binding as circumstances may result in changes to the schedule in future years. Reasonable effort will be made to ensure that there is at least one more candidate than the number of vacant PTRC positions. The election should be held in the first half of the fall semester, via secret ballot. Each member of the DVF is eligible to vote for two candidates. The two candidates with the most votes are declared winners of the election. In case of a midterm vacancy on the PTRC, the Department Head, after consultation with the Departmental Voting Faculty, shall appoint a replacement to serve until the next PTRC election. At that time a new member will be elected to complete the term for that position.

2.2 Meeting Schedule

The PTRC Chair will meet with the Department Head early in the fall semester to learn who will be reviewed during that year and what the schedule will be. The review will be held in the spring after the Department has assembled the required materials, as set forth in section 5.2 of university NCSU REG05.20.04 – Post Tenure Review of Faculty, from each faculty member to be reviewed. The PTRC Chair will schedule all meetings, coordinate with the Department Head, and prepare and transmit reports from the committee to the Head and to the faculty members reviewed.

3. DOCUMENTATION PROVIDED TO THE PTR

The documentation provided to the PTRC is set forth in section 5.2 of university NCSU REG05.20.04 – Post Tenure Review of Faculty.

4. ADDITIONAL PROCEDURES REQUIRED BY DEPARTMENT

Upon receipt of the written assessment from the Department Head, the faculty member being reviewed will document receipt by signature indicating that he or she has received the written assessment. In the event that the faculty member does not sign, this will be noted on the written assessment and signed by the Department Head to indicate that the faculty member was presented with the written assessment and has refused to sign.

5. PERFORMANCE STANDARDS

5.1 Standards for Associate Professor

Associate Professors are to be evaluated to determine if they are performing the realms of responsibility set forth in their Statement of Mutual Expectations at the Associate Professor standard as set forth in the Department’s Rule on Reappointment, Promotion and Tenure Standards and Procedures. They must present evidence that they are maintaining the standards for the rank of associate professor as set forth in the Academic Tenure Policy and college and departmental reappointment, promotion and tenure rules.

5.2 Standards for Professor

Professors are to be evaluated to determine if they are performing the realms of responsibility set forth in their Statement of Mutual Expectations at the standard set forth in the Department’s Rule on Reappointment, Promotion and Tenure Standards and Procedures. They must present evidence that they are maintaining the standards for the rank of full professor as set forth in the Academic Tenure Policy and college and departmental reappointment, promotion and tenure rules.

5.3 Procedure

The Post Tenure Review (PTR) Committee will not attempt to rank any faculty member numerically. The materials used to assess a faculty member’s cumulative performance are referenced under section 3. The PTR Committee will provide a written assessment of the faculty member’s performance with respect to the standards stated in the faculty member’s SME. The assessment will recommend whether the faculty member’s overall performance “does not meet”, “meets”, or “exceeds” expectations as stated in the SME. This determination will be based on a simple majority vote of the Committee. A tie vote will be understood as “meets” expectations. The department head will consider the recommendation of the assessment and determine the overall performance of the faculty member at the departmental level. The recommendation and use of “exceeds” expectations will be reserved for only the most exceptional performance.
